How deputies are elected
Deputies are elected on the same day as the Governor, in eight multi-member constituencies: the cities of Talas, Nurzhan and Iyık Janyl and the districts of Talas, Kara-Buura, Chu, Sary-Bulak and Lower Naryn (with Toktogul District since 2016). Seats are apportioned by official population and allocated by the largest-remainder method. From 2007 to 2011 the last territorial legislators sat as a provisional chamber.
The Speaker
Nurbek Sultanov (born 1961, Talas) was elected Speaker by the new chamber after the election of November 2019. A graduate in law of Talas State University, he worked as a lawyer at the republican planning committee from 1986 and at the territorial Office of Economic Planning from 1993 to 2010. He has represented the Talas city constituency for the Democratic Party of Irad since 2011 and chaired the Ways and Means Committee from 2015 to 2019.

Municipal affairs, roads, water and power in the cities and the six districts.
